How does the Tab Order Fix work?
Set the page-level /Tabs entry on every page of your PDF. /Tabs controls the order in which keyboard / screen-reader users tab through interactive elements: Structure follows the document's tagged structure tree (recommended for tagged PDFs and required by PDF/UA), Row goes left-to-right top-to-bottom, Column goes top-to-bottom left-to-right. The default in many PDF authoring tools is no /Tabs entry — which is the worst choice for accessibility because the order is undefined.
