How does the Add Sticky Note work?
Add small numbered yellow sticky-note icons on a PDF, then append a "Sticky Notes Index" page at the end with the full text of each note. Click on the page once for each sticky note, then type each note in the textarea below (one block per blank line, in click order). The user reading the marked-up PDF sees a numbered icon (small square with the note number) where the comment was placed and flips to the index page to read the actual comment.
